In reply to enquiries you have addressed to me
the following telegram has reached me from Consul
General at Canton on subject of disturbances.
Begins.

Viceroy of Canton has just informed me
that order in the city and throughout the province
has been completely restored. ends.
Consul at Hankow reports that so far as he knows
all is quiet there and there has been no talk of a
revolutionary movement.
Discontent among the troope
Was recently reported by native press on account of
proposal that pay should be reduced but no mention of
revolution in the province has been made.
